Can efficiency help mitigate climate change?

In this blog post by a senior analyst from the American Council for an Energy-Efficient Economy (ACEEE), the author discusses how changes in water and energy efficiency can alter the climate change dynamic for the better.

The post discusses such factors in the changing water/energy landscape as desalination efforts, new electric power plants, and even wastewater treatment. From the post: 

At wastewater treatment plants, even more energy savings are possible by using byproducts of the treatment process to efficiently generate energy for use onsite. Rather than flaring biogas from sludge digesters, some facilities use the gas to operate combined heat and power units to generate heat and electricity.
