Proposition 4 creates a one-time $2.5 billion deposit into the Texas Water Fund and allocates $1 billion annually for 20 years beginning in FY 2027. By relying on existing sales tax revenue, the initiative expands infrastructure investment while avoiding new taxes. The funding is expected to help utilities modernize aging systems, reduce costly water loss, support population growth, and strengthen drought preparedness.
