Updates to the International Swimming Pool and Spa Code® (ISPSC)

New updates to the ISPSC for 2027 provide a clear roadmap for contractors installing public aquatic facilities this fall. Changes to the codes aim to improve safety, health, ease of compliance, and operational clarity.

Autumn is a season of high demand for pool and spa builds, as peak swimming season ends and public facilities plan for next summer before the weather gets too cold.  The International Code Council has introduced updates and revisions to the International Swimming Pool and Spa Code® (ISPSC®) for 2027, which should be considered as contractors lay the groundwork for upcoming aquatic projects. The ISPSC serves as a critical resource for contractors to ensure aquatic builds and remodels protect the safety and health of users with updates aimed at enhancing safety, clarity and operational coherence.  

These changes respond to evolving industry needs and safety standards, notably aligning more closely with established terminologies and practices. 

ANSI PHTA/ICC 2 Standard

The ANSI PHTA/ICC 2 Standard for the Operation and Maintenance of Public Pools is a major step toward ensuring the safety and reliability of aquatic facilities. Now integrated with the International Swimming Pool and Spa Code (ISPSC), this new standard gives contractors a comprehensive framework for designing, building, operating, and maintaining public pools.

By adhering to these standards, contractors can confidently meet industry requirements and enhance public health and safety. The emphasis on best practices in operation and maintenance not only promotes better water quality and safety measures but also fosters a greater understanding of the responsibilities involved in managing public aquatic environments. Ultimately, these standards serve as critical tools for fostering a culture of excellence within the pool and spa industry.

More Consistent Definitions 

A central objective of the 2027 ISPSC is the refinement of definitions. In prior editions, certain terminology was not fully aligned with industry standards and other International Codes® (I-Codes®), which could result in ambiguity during interpretation. The updated definitions more precisely distinguish between pool and spa types, and the correlation with related new definitions in other I-Codes allows for a more seamless experience using the collection.  

This revision promotes a more consistent framework for recreational water use and contributes to enhanced facility safety. 

Standardized Fixture Requirements

The 2027 ISPSC recognizes the importance of restroom access at public pools by establishing refined fixture requirements that support public health objectives. These updates address prior shortcomings, allowing required fixture counts to correspond with actual usage patterns and improving hygiene.  

The revised provisions standardize requirements across all pool classes, helping ensure adequate restroom facilities for all bathers.  

Improved Barrier Effectiveness

Sections 305.3 and 305.4 have been reorganized to provide a clearer, more unified framework for barrier openings, particularly doors and gates. The revised structure makes key requirements easier to locate while improving safety.  

New subsections clarify compliance provisions for doors, gates and windows while also strengthening safety measures around pool areas. This reorganization supports a more focused approach to exterior and interior compliance and improves barrier effectiveness in preventing unauthorized entry. 

Defined Excavation Zones

Given the impact of pool excavation on structural integrity of the pool and nearby buildings, the 2027 ISPSC introduces a new section addressing the angle of repose. This section establishes safety guidance for excavation activities, including a defined zone into which excavation is not permitted to encroach.  

These provisions are intended to mitigate hazards associated with unstable soil conditions and to address an area that was not previously subject to comprehensive regulation. 

Reduced Overflow

The 2027 ISPSC clarifies surge capacity requirements to improve management of water displacement during periods of high bather load. It distinguishes between components that contribute to surge capacity and those that do not, including gutters and trenches.  

By defining requirements based on freeboard levels, the code strengthens the efficiency of water management systems and supports improved pool water conservation and quality.
